It was the perfect place for a "Penal Enclosure Network" habitat; a small, slow, cold and uninviting featureless ball of ice & mud lingering in the void with no particular place to go except around & around an out of the way sun in an out of the way galaxy in an out of the way corner of the universe. It was the ultimate of prisons; no parole,no hope, no future & no fun either. It was reserved for criminals that the Accordance deemed "Most Dangerous". "Persona non Gratis" as they were described by the Accordance. Indeed! Pirates, rebels, traitors, anarchists, religious fanatics, the incurably insane and beings with extraordinary & dangerous mutant powers.The prison was protected within & without by the most sophisticated security system the Accordance could devise. Impregnable they claimed. Nothing could get out or in....except for a particularly large chunk of cosmic debris which was nudged into a collision course with P.E.N. Pluto by a mysteriously dark, sinisterly sleek, frightfully fast space cruiser of some strange alien design & origin. The pilot could also be described in those terms.
